Turkey: Kurdish Leader Outlines Peace Plan

Kurdistan Workers' Party incarcerated leader Abdullah Ocalan came up with a four-stage plan to end the Kurdish conflict in Turkey after meeting with senior Turkish intelligence officials Jan. 8, Reuters reported, citing Radikal daily newspaper. According to Ocalan's plan, the Kurdish fighters would withdraw from Turkish territory and engage in disarmament talks before laying down their weapons. The plan also would involve the Turkish government releasing from custody thousands of people accused of links to the Kurdistan Workers' Party. There would also be constitutional reforms to remove obstacles to Kurdish language education, strengthening local administrations and creating an ethnically neutral definition of citizenship.
