Congo: Regional Leaders Sign Peace Deal

Leaders from Africa's Great Lakes region signed a U.N.-mediated peace deal aimed at ending the conflict in the eastern Democratic Republic of the Congo Feb. 24 in Addis Ababa, Reuters reported. The Congolese government is also holding talks with M23 rebels in Uganda with the aim of reaching an agreement on economic, political and security issues. The Rwandan government has typically used rebel movements in the Democratic Republic of the Congo to create a buffer against the Congolese military and to contain exiled Rwandan Hutu militias in the Congo's North and South Kivu states.
