Congo: Rebels Demand Negotiations With Government

The M23 rebels, after retreating from Goma, demanded negotiations with the Congolese government and will go to Uganda for talks, an M23 spokesman said Dec. 5, AP reported. The spokesman said that the government does not seem ready for talks but that M23 also requested talks with the civil society and opposition. M23's takeover of Goma might have been a way for the group to get concessions from Kinshasa.
