Afghanistan: NATO Watching Out For Civilians

NATO commanders have ordered troops in Afghanistan to hold off attacking militants if civilians are at risk, the British Broadcasting Corp. reported July 30. NATO Secretary-General Jaap de Hoop Scheffer said NATO is also working on using smaller weapons on aircraft to minimize collateral damage. Scheffer's comments follow criticism from Afghan President Hamid Karzai and Italian Foreign Minister Massimo D'Alema.
