U.N. sources from several countries say the confidence of U.S. Secretary of State Colin Powell and British Prime Minister Tony Blair that a war resolution will pass the U.N. Security Council is unfounded. So far, only Spain supports the U.S.- and British-sponsored resolution unconditionally; Bulgaria -- which had pledged support -- has begun to waver following a visit from Russian President Vladimir Putin, sources say. Meanwhile, all six swing votes -- Chile, Mexico, Guinea, Angola, Cameroon and Pakistan -- remain undecided, but representatives from all but Pakistan indicated March 6 that they would rather abstain than vote in favor of the resolution.
