Either a car bomb or a suicide bomber exploded Nov. 30 at a checkpoint manned by Ethiopian and Somalian troops outside Baidoa, the seat of Somalia's interim government, killing at least four people and destroying two other cars. The blast -- which clearly was meant to have occurred inside the city -- is the latest indication that Somalia's Supreme Islamic Courts Council (SICC) is attempting to consolidate as much territory as possible before the end of seasonal floods gives Ethiopia the opportunity to invade.
