Pakistan's ruling coalition leaders will meet in Islamabad on July 23 to devise a counterterrorism strategy, Prime Minister Yousuf Raza Gilani said July 19 in his first televised address to the nation. Pakistan will not allow foreign troops to carry out actions on its territory, he said, adding that the "war against terrorism is our own war and we have to fight it."
