Bombs and the Ballot Box in Afghanistan

Early results indicate that the Afghanistan presidential election will probably go to a second round. Meanwhile, violence continues unabated: At least 41 civilians died in bomb blasts in Kandahar on Aug. 25. What is interesting is that this type of attack goes against recent guidance by the Taliban leader, Mullah Mohammed Omar.
