Attempts to move most Latin American interests higher on Washington’s priority list seem moribund for the time being, despite a recent visit to Washington by Brazil’s president, political shifts in El Salvador and rumors of Russian bases emerging in Venezuela. Mexico is one possible exception to the rule.
