Nepal's seven-party alliance (SPA) and Maoist rebels are cautiously waiting to see if King Gyanendra will follow through on the major concession he made April 21 to reinstate Parliament on April 28. A great deal of distrust remains between the Maoists and Gyanendra, which is what led Maoist leaders to immediately reject the king's conciliatory move. Following talks with the SPA, however, Communist Party of Nepal (Maoist) Chairman Prachanda said he would temporarily lift the blockades of highways leading to Kathmandu and other district headquarters if the Parliament begins the process for constituent assembly elections when it convenes on April 28. Before agreeing to lift the blockade, the Maoist rebel chief sought guarantees that the SPA would at least campaign for holding constituent assembly elections in Parliament, but held onto his threat to reimpose the blockade if its demands are not met.
