U.S. embassies in Helsinki, Finland, and Riga, Latvia, issued Warden Messages Oct. 30 warning of the threat of attacks on ground-based mass transportation and large shopping areas. The U.S. Embassy in Riga further noted that Americans in the country should be most vigilant on or around Nov. 1. Sources have told Stratfor this threat extends into Estonia, though no Warden Message was issued in that country.
Although threats of this nature are rare in the Baltic and Nordic states, the issuance of a Warden Message -- the primary means of passing threat information to U.S. expatriates living in the host country or countries -- indicates the embassies have received credible and specific information targeting the area. Thus, all Warden Messages should be taken very seriously.
