With violence in Haiti escalating -- and the United States taking a clear pass -- France suggested Feb. 17 that it might be willing to enter the fray. Paris might see this as an opportunity to continue efforts to gain influence in a region where U.S. popularity is on the wane. The situation in Haiti is irreparable, however, and Paris might have signed on for a thankless and profitless task.

The armed uprising in Haiti is in its 12th day and shows no sign of ending. Rebel forces reportedly have seized control of the town of Hinche, as well as major roads leading to the northern part of the country. In response to the accelerating violence, President Jean-Bertrand Aristide appealed Feb. 16 to the Organization of American States for technical assistance.

In light of the U.S. refusal to intervene militarily and the OAS's inability to provide assistance, France might be the only country willing to answer the call. Foreign Minister Dominique de Villepin said Feb. 17 that officials would assess the situation and weigh the possibility of sending peacekeepers to Haiti.
