Chaotic conditions in Haiti -- plus fears of a violent reprisal rampage by rebels -- prompted the United States, France, Canada and Chile to send forces to the country on Feb. 29. They have initiated a peacekeeping mission to try to restore order following President Jean-Bertrand Aristide's resignation. Thus far, the troops have secured control of seaports, waterways and the airport.

Haiti is a transit hub for illegal drugs that move in bulk from the north coast of Colombia. The troop presence will disrupt drug-trafficking activities, at least in the short term, and force traffickers to consider alternate routes into the United States. One likely option is to move more narcotics through Central America and Mexico.
