Stratfor sources in Western and African diplomatic circles indicate that the governments of Cameroon, Guinea and Angola -- the three African states that have rotating Security Council seats -- are under intense pressure to support one of the two competing Security Council documents. For Cameroon and Angola, the question will come down to questions of payoffs, or more accurately, how vunerable they are to outside economic pressure.
France and Germany want the three countries to back their memorandum that would strengthen the weapons inspection regime in Iraq. The United States and the United Kingdom demand their assistance in passing their proposal for authorizing the use of military force against Iraq.
