East Timorese Foreign Minister Jose Ramos Horta said Nov. 29 that an Australian delegation issued a "take it or leave it" financial compensation package for East Timor to accept a permanent maritime boundary between the two countries on Australia's terms. Under the Oct. 27 offer, Australia would pay $3 billion -- not the previously proposed $4.5 billion -- over 30 years to East Timor. Horta said the offer amounts to blackmail and that Dili will ask for a non-binding adviser opinion on the dispute from the International Court of Justice (ICJ). Australia, however, cannot be forced into international mediation -- meaning Dili will face a dead end.
