Ugandan Foreign Minister Sam Kutesa on Oct. 5 dismissed a call by the Democratic Republic of the Congo (DRC) for sanctions an arms embargo against Uganda. The sanctions and embargo call came Oct. 4 from the DRC representative to the United Nations, who sought to punish Kampala for its threat to invade the northeastern regions of DRC by the end of October if rebel fighters of the Lord's Resistance Army (LRA) -- who recently entered the DRC -- were not disarmed by either the DRC or the United Nations. Kutesa said sanctions would not have any impact on solving the rebel problem.
As the Ugandan government continues in its efforts to halt the 20-year insurgency waged by Joseph Kony's LRA, the Ugandan army has met with some successes, as many of Kony's top commanders have been captured or killed. As Kampala's efforts have progressed, however, many of the fighters who have maintained loyalty to the cause have hardened their stance against negotiations with the government and Kampala's chief negotiator, Betty Bigombe.
