Dubai has become a symbol of the financial crisis in the Persian Gulf, but it is not the only troubled economy in the region. Gulf Cooperation Council states that depend heavily on foreign labor to keep their construction and oil industries running will face new challenges -- including potential security threats -- as layoffs in these sectors mount.
