As U.S. President George W. Bush wraps up his trip to Kiev to discuss Ukraine’s possible future within the NATO alliance April 1, Ukrainian President Viktor Yushchenko confirmed that he would hold a national referendum on entering the alliance. Though holding a referendum is typical for countries moving toward NATO membership, in Ukraine it is Yushchenko’s attempt to keep the peace not only internally but with the country’s neighbor, Russia.
