Details of the Feb. 12 agreement between Ukrainian President Viktor Yushchenko and Russian President Vladimir Putin over a natural gas dispute are finally leaking through the media and via Stratfor sources. Events that have unfolded since the deal, which appears to be good politically both for Yushchenko and Putin, give a better picture of what most likely went on in the leaders’ private meeting.
The initial agreement called for ditching the two countries’ middleman, RosUkrEnergo, and having the Ukrainian government and Russian state natural gas behemoth Gazprom create a joint company. RosUkrEnergo is majority-owned by Gazprom, but the rest of the shares belong to a series of dubious Ukrainian and Russian businessmen — such as Semyon Mogilevich, who was recently arrested for tax evasion and who has been accused of black-market trading in oil and natural gas between Russia, Ukraine and many other countries.
