Russian state nuclear firm Atomstroiexport announced Dec. 17 that it had completed the first shipment of nuclear fuel to the Russian-built Bushehr nuclear power plant in Iran on Dec. 16.

The Russians have been building Bushehr for a decade and likely completed the facility three years ago. Yet they have steadfastly refused to supply the nuclear fuel necessary to switch the plant on. The change in heart came because the Russians feel that improved relations between the Americans and Iranians gave them no choice but to shake up the situation.

There are two reasons for the repeated delays.
