When Russian state nuclear firm Atomstroiexport announced Dec. 17 that nuclear fuel had been delivered to Iran’s Bushehr nuclear power plant Dec. 16, the Russians hinted that the plant could be operational in about six months. At first, this seemed to indicate an about-face in Russia’s strategy of perpetually stalling on Bushehr. However, Atomstroiexport announced Dec. 20 that Bushehr will not be on line until after the end of 2008 — indicating that Russia is continuing to keep Bushehr and the Iranians hanging, and milking its role in the nuclear imbroglio in order to remain a significant player in any future Iranian-U.S. deals.
