One day before Japanese Prime Minister Yasuo Fukuda is scheduled to arrive in Beijing for a Dec. 27-30 visit — during which he will deliver an energy proposal to top Chinese leaders — Beijing issued its first white paper on internal energy conditions and government policies regarding energy, the People’s Daily reported.

The white paper, by the Information Office of the State Council, addresses reforms in the energy pricing system, international cooperation in the energy field and efforts to coordinate energy policies with local and international environmental development.
